- Preheat the oven to 350 degrees Fahrenheit.
- In a medium mixing bowl, combine the flour, baking powder, baking soda and salt.
- In a large mixing bowl, cream together the butter and sugar until light and fluffy.
- Beat in the eggs one at a time, beating thoroughly after each addition.
- Incorporate the vanilla extract.
- Add the dry ingredients to the butter mixture gradually, alternating with the milk, and mixing until just combined.
- Incorporate the white chocolate chips.
- Prepare a muffin pan with paper liners.
- Fill each liner two-thirds full with batter.
- Bake the cupcakes for 18-20 minutes, or until a toothpick inserted into the centre comes out clean.
- Cool for 5 minutes in the pan before transferring to a wire rack to cool completely.
- Heat the heavy cream in a small saucepan over low heat until it begins to simmer.
- Remove from the heat and smooth in the powdered sugar and vanilla extract.
