Preheat the oven to 350°F (175°C) and line a cupcake pan with liners.
In a large mixing bowl, combine the cake mix, water, oil, and eggs until smooth.
Divide the batter among the cupcake liners in an even layer.
Bake for 18-20 minutes, or until a toothpick inserted into the centre of the cake comes out clean.
Place the cupcakes on a wire rack to cool completely.
Whip the heavy cream, powdered sugar, and vanilla extract in a large mixing bowl until stiff peaks form.
Put a dollop of whipped cream and mixed berries on top of each cupcake.
Repeat until your tower has the desired number of layers.
Serve right away or chill until ready to use.
